I think that this is just a case of pen pushers in Local government covering their arses and being Jobsworths. I Visited Perth last month and went around the gardens there, the wardens/ grounds keepers came out to tend some of the flowers. The Gardens were in immaculate condition and I was sure to tell them that they were doing such a good job, after this they just carried on with their work and appeared only too happy to let me continue.

If the local authority were to officially endorse it however that may infringe their insurance if a photographer were accosted by some thugs set on stealing the camera equipment in the park. This is not certain to be the case but that is normally the situation that the council puts itself in when endorsing something in writing. :cool:
